Xavier is a graduate of Paris I University (masters in public law litigation and in comparative public law of the European states) and of the French Institute of Public Business law (IDPA). He qualified as a lawyer in Paris in 2003.

After starting out at the French law firm Rambaud Martel, he joined the US law firm Proskauer Rose in 2006 before moving to the international firm DLA Piper in 2008 where he became counsel in 2011.

Xavier mostly focuses on government contract law, urban planning and commercial development law, and private international law.
